Our estimate of the recyclable waste amount is smaller than the past amount estimated by “depreciation method”, and the recycling rate is higher. As the result of the research, the recycling rate of the waste vehicle, tire, electronic equipment in 2004 are in need of upward revision. According to the international environment tendency, EPA should not only focus on taking “recycling rate” as the only indicator of recycle effort, but also more on “recovery rate”. Before that, EPA should identify its definition and scope first. The research suggests the scope should focus on the EPA’s recycling system only. The suggested indicator is included in these two indicators: “direct recovery rate” and “possible recovery rate ”. The actual recovery rate is supposed to be situated between the value which will calculate based on the above two indicators.
